Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from different nations. Immense energy is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through timely intelligence. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every launch shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, continue.
Political Considerations
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not move to internal issues. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace.
